Main guidelines on the entry, vaccination and immunity card of foreign students

RULES ON ENTRY

A given person can travel to Hungary without restrictions, regardless of citizenship:

  • who, upon entry into Hungary, credibly certifies that he or she has contracted COVID-19 within 6 months prior to the date of application for crossing the border;
  • who certify its protection against the coronavirus by presenting an official certificate about and identity certificate at the border crossing, that complies with Government Decree No. 60/2021 (II. 12.) on certifying COVID immunity; and the person under the age of eighteen  entering Hungary with him/her;
  • who certifies its protection against COVID by presenting an official certificate of protection issued by the country under the Decree of Ministry of Foreign Affairs and Trade No. 7/2021 (IV. 29.) on the establishment of mutual acceptance of immunity certificates, and the person under the age of eighteen entering Hungary with him/her.
  • who certifies with a document in Hungarian or English (or an immunity application equivalent to it) that the coronavirus SARS-CoV-2 was not detectable in his/her body according to a SARS-CoV-2 PCR test, which is not older than 72 hours and was made in country determined in Government Decree No. 60/2021 (II. 12.) on certifying COVID immunity.

 

It is equivalent to presenting an immunity certificate if the person concerned certifies with an EU digital COVID certificate that (s)he

  • was vaccinated against COVID on at least one occasion and one year has not elapsed since the first vaccination
    • with a vaccine approved by the European Medicines Agency or
    • with a vaccine validated by the World Health Organization for emergency use or
    • with a vaccine allowed in Hungary and used to vaccinate the population or
  • is immune for having recovered from COVID or
  • based a molecular biological test – which is not older than 72 hours – corresponding the professional criteria of healthcare (SARS-CoV-2 PCR test), can prove that no SARS-CoV-2 coronavirus was present in his/her body at the time of the examination.

Furthermore, a person who has registered for the SARS-CoV-2 virus vaccine may enter the territory of Hungary without restriction if the purpose of his entry is to take the SARS-CoV-2 virus vaccine. (Upon entry, proof of registration for the SARS-CoV-2 virus vaccination must be provided, and the person concerned must appear at the vaccination site on the day of entry to be vaccinated and leave the country within 24 hours.)

Otherwise, a non-Hungarian citizen may not enter the territory of Hungary in passenger traffic - with the exception specified by law or government decree. The local police body competent according to the place of the planned entry into the territory of Hungary, (in case of crossing the border at Budapest Liszt Ferenc International Airport, the BRFK XVIII. District Police Headquarters) may grant an exemption upon request. The police may authorize entry if the applicant proves that the purpose of entry is to fulfill an obligation to study or examine on the basis of a student or pupil status, if this is attested by a certificate issued by the educational institution.
